At the meeting, the "List of Xicheng District TCM Inheritance Project Instructors and Academic Successors" was released, where the letters of appointment were also issued to the related instructors and then academic successors presented flowers to their instructors. The representatives of the academic successors expressed in the speech that they would take an open mind in learning the teachers' academic thinking and clinical experience. Following it, the representative of the instructors said that the academic knowledge would be imparted without reservation. The inheritance unit representative expressed the hope that the academic successors earn from the instructors and effectively improve their TCM clinical diagnosis and treatment capabilities in learning the academic thinking and clinical experience.
For Xicheng District TCM Inheritance Project, the 21 well-known TCM experts were selected as an instructor from the Grade-A+ hospitals and Grade-A and Grade-B hospitals at the district. The 27 qualified TCM doctors and pharmacists were chosen as a successor of academic thought and experience from the community health service centers and district-level hospitals. The academic successors will take a three-year learning life by making independent clinical practice and theoretical study on the basis of learning from their instructors in clinical practice. During the period of the "13th Five-Year Plan", more than 50 district-level young outstanding TCM doctors will be cultivated through district-level TCM heritage and the integration of the theoretic teaching and clinical work and meanwhile the 15 inheritance studios will be set up, which is to further expand the academic though and clinical experience of the famous TCM old experts at Xicheng District, cultivate the outstanding young and middle-aged TCM talents, enhance the grass-roots capacity of TCM services and better meet the health needs of the residents at the district.
Subsequently, Xicheng District TCM Old Health Project was introduced at the kick-off meeting. The related leaders presented the serve plates to the health service team of TCM Healthy Aging Project and also gave away the appropriate TCM technical equipment to the representatives of the elderly. Xicheng District TCM Old Health Project includes the 10 items of the services such as establishment of special TCM health service areas for the aged, the formation of TCM old health alliance, and the pilot construction of TCM old health service circle.
Xicheng District will set up a special TCM health service area for the aged at Xuanwu Hospital of TCM, Huguosi Hospital of TCM, community health service agencies, old health service agencies, community old-age service stations and so on, which will provide different types of health care services for the elderly according to the functional orientations of different units. In addition, Xicheng District will establish the two old health service TCM Alliances of "Xuanwu Hospital of TCM- Tianqiao Community Health Service Center - Chunshu Old Health Service Center" and "Huguosi TCM Hospital - Shichahai Community Health Service Center - Shichahai Elderly Care Center".
With Guang'anmen Hospital of TCM as the core, all the district-level TCM hospitals and integrative medicine institutions as the main part, the community health service centers as the basis, and old health service agencies and stations as a supplement, Xicheng District will build its TCM health care service circle for the elderly to provide standardized, convenient, high-quality and intimate TCM health services for the aged.
As Director of Beijing Municipal Administration of Traditional Chinese Medicine, Mr. Tu Zhitao affirmed the achievements made by Xicheng District in carrying out the home care services for the aged, and pointed out the growing health needs of the elderly, requiring us to change the medical treatment model into a healthy care model and vigorously promote the medical reform and innovation. Xicheng District can make full use of its TCM resources and transform them into service resources and innovative resources: in the process of inheritance, great efforts are made to achieve the goal of there being benchmarking figures, iconic achievements and standard projects, thus further strengthening the medical service capacity of grass-roots units. In the case of the focus shifting from the disease treatment to the disease prevention, the TCM old health service project shall require to further change the service model, deliver health services to the community, and constantly explore the home health service models for the aged in line with the characteristics of the areas under the jurisdiction, so as to promote the development of the TCM old health service cause.
