The signing ceremony for cooperative school-running between Dalian Municipal Government and Beijing University of Chinese Medicine (BUCM) was held in Dalian Bangchui Island Hotel on Dec 12th, 2016. Dalian Municipal Government and BUCM jointly signed strategic cooperation framework agreement. Wafangdian Municipal Government and BUCM jointly signed cooperation agreement for BU (Dalian Campus). The signing ceremony was attended by Dalian Mayor Xiao Shengfeng, Deputy Mayor Wen Xueqiong, Wafangdian Municipal Party Secretary Hou Zhentao and Mayor Gao Shundong, as well as BUCM Party Secretary Wu Jianwei and Principal Xu Anlong. The ceremony was chaired by Xu Xiaoping, Deputy Secretary of Dalian Municipal Government.
As defined in the agreement, the Dalian Municipal Government and BUCM will jointly run school, and the campus is located in Xiangzhoutianyuan Town, Wafangdian City. The initial cooperation for the program centered on the below three points:
Firstly, Dalian Municipal Government supports the program of Beijing University of Chinese Medicine (Dalian Campus) built by Wafangdian Municipal Government and BUCM in Xiangzhoutianyuan Town to launch multi-level various education dominated by full-time education. In addition, Dalian Municipal Government supports the program of Xiangzhou Hospital of Integrated Chinese and Western Medicine affiliated to BUCM built by Wafangdian Municipal Government and Beijing University of Chinese Medicine.
2ndly, work hard at innovative research on TCM targeting at integrating the superior TCM resource in Dalian to upgrade the TCM service level, so as to build it into the Northeast Asia Center for TCM. Dalian was in agreement with Dalian Hospital of TCM was trusted by BUCM to establish No.6 Clinical Medicine College of BUCM and Dalian Hospital of BUCM.
3rdly, Dalian Municipal Government supports the program of TCM hospital, industry- university- research institute base in Jiangjunshi, Wafangdian City built by BUCM.
In adherence with the principle of supplementing each other merits for win-win, the cooperation aimed at carrying out the Beijing-Tianjin-Hebei Region synergetic growth, overall revitalization of Northeast China and One-belt and One-road national strategy, contributing to the healthy China, giving full play to Wafangdian’s unique regional and resource advantage in terms of economy restructure, industrial upgrade, modern agriculture, TCM industry, sports culture industry, elders’ health care and travel and leisure, so as to drive the deeper integration and sound growth of tourism, health care, elders’ health care and culture in Xiangzhoutianyuan Town. Make good use of the BUCM merits in terms of talents, discipline and technology and the Xiangzhoutianyuan Town merits in terms of Chinese Unique Town, National AAAA Tourist Attraction and Jiangjunshi TCM Industry- University- Research Institute Base, and accelerate the construction of BUCM (Dalian Campus) as it is of critical strategic significance for the sustainable development of TCM cause, TCM industry and elders’ health care with Dalian features and for the creation of new business and economic growth source in Dalian to radiate Northeast China and Northeast Asia at large.
As the first batch of coastal cities pursuing reform and open-up, Dalian enjoys unique regional and resource advantage in developing TCM education, medical care and industry.
The strategic cooperation between Dalian Municipal Government and BUCM will play important leading and exemplar role in fully carrying out the fundamental policy on developing TCM by Party Central Committee and State Council, promoting the revitalization of TCM in Dalian and healthy Dalian, establishing higher education institutions and first-class TCM clinical care bodies with international competitiveness and influence, enhancing TCM talents competence, upgrading TCM industry growth level, promoting balanced growth of TCM, finding an effective solution to difficulty and high cost of seeing doctors, raising the mass health literacy, spreading healthy life, building healthy environment and growing healthy industry.
