The Two Sessions focus on people's wellbeing from life and death to basic necessities

  Minor matters concerning the people's wellbeing are important matters of the party and government, and deputies and committee members. Recently, based on the government work and the draft civil code, deputies and members focused on minor issues concerning people's livelihood and addressed people's concerns in line with the practice of performing duties.

  1. Let the residents in old communities have a new experience

  The report noted, "We will begin the renovation of 39,000 old urban residential communities and support the upgrading of plumbing and wiring and the installation of elevators in old residential buildings; we will encourage the development of community services such as the provision of meals, and cleaning services." 

  Yang Yujing, a deputy to the National People's Congress and mayor of Yinchuan, Ningxia Province, said that the renovation and upgrading of old residential areas were both a moral and political project and a livelihood project.

  "This year, we have launched the first batch of renovation of 233 residential areas on the basis of 139 residential areas renovated last year, and would strive to complete the renovation of all 611 residential areas in the city in two years." said Yang.

  As an important measure to strengthen the weakness in building a moderately prosperous society in all respects, coordinated renovation of old urban residential communities would bring residents of old residential areas new feelings, and let low-income people have more senses of gain and happiness, he said.

  2. Let battery charging of electric cars no longer difficult

  3. Guide social forces to participate in home-based care for the aged

  The report called for the development of old-age care and child-care services. These several words involved thousands of families.

  "When I investigated the communities in Jinan, I found that the most frequently asked problems were insufficient supporting facilities for home-based care services and a lack of professional service personnel," said Li Yan, a deputy to the National People's Congress and president of Shandong Qilu Pharmaceutical Group Co.

  Li Yan suggested broadening the channels of raising pension fund and forming a diversified and multi-channel investment development mechanism.

  4. Make more workers more skilled and employable

  Yang Jinlong, a deputy to the National People's Congress and a teacher of Hangzhou Technician College, found in his investigation that vocational skill level certificates obtained by graduates of technical colleges were not recognized equally by the society compared with academic certificates, which led to difficulties in enrolling students for technical colleges. He suggested that Ministry of Education and Ministry of Human Resources and Social Security should make clear as soon as possible the ways of linking academic qualifications and vocational skills certificates, and create a fair and just employment environment.

  5. Create conditions for college graduates to find jobs

  "With 8.74 million college students graduating this year, we need to encourage market-based employment, ensure that colleges and the governments of localities where they are located provide employment services to these students on an ongoing basis," according to this year's government work report.

  Shen Manhong, a deputy to the National People's Congress and president of Ningbo University, believed that the employment problem of college graduates should be solved from three aspects - the supply side, the demand side and the government policies. 

  Shen suggested that on the supply side, universities should improve the quality of talent cultivation, encourage students to start their own businesses, and improve the entrepreneurship rate of graduates. On the demand side, employers should change their minds and tap their employment potential as much as possible. From the perspective of government policy, it was suggested that the government promoted the information connection between the supply and demand sides and timely adjusted the disciplines and majors of universities.

  6. Pay attention to the physical and mental health of children and adolescents

  Little glasses, little overweight, "little sugar man" had various mental health diseases... The main indicators of children and adolescents' physical health have been declining for more than 20 years.

  According to the laws of the growth and development and the trend of lowering ages of adult disease, Cheng Hong, a member of the national committee of CPPCC suggested expanding and updating the existing physical examination items, bringing adolescent physical and mental development monitoring, blood lipid and blood glucose testing into the scope of physical examination, and incorporating projects with high detection rate and serious impact on health, and projects in the critical period of correction into the overall coverage of medical insurance. 

  Cheng suggested that health education should be included in the national education system and physical education for students should be included in the evaluation index of education modernization. We could fully open all physical education courses, revise the basic standards for physical education teachers, venues and equipment in primary and secondary schools, and increase financial input.

  7. Let more cancer patients can afford hospital bills

  The costs of cancer treatment are high. How to effectively help cancer patients and their families aroused the widespread concern in the society.

  The government work report noted, "We will improve basic medical services, raise financial subsidy for residents' medical insurance by 30 yuan per person and carry out a pilot project of inter-provincial on-the-spot settlement of outpatient bills."

  Ding Lieming, a deputy to National People's Congress and chairman of Bayda Pharmaceutical, said that the reform of the medical insurance system, drug price negotiation and payment system had enabled many domestically-innovated drugs to be included in the national medical insurance reimbursement catalogue through medical insurance negotiation, thus better benefiting the people.

  In response to the problems identified in the study, he suggested speeding up the introduction of innovative drugs into health care, at the same time, effectively reducing the burden on patients, improving the use efficiency of medical insurance funds.

  8. Make wills more flexibly

  With the improvement of people's living standards and the renovation of technical means, new changes have taken place in the social family structure, inheritance concept and other aspects. Many new problems in the aspect of wills have made the existing laws "stretched".

  According to the current law of succession, the notarial will has absolute legal effect in all forms of wills, which has caused the inconvenience of changing the will to some elderly people who are too old to move. The Draft Civil Code deleted this provision.

  During the period of deliberation and discussion, the committee members generally agreed that the amendment made the will more flexible and able to meet the practical needs of the masses.

  Huang Qi, a member of the CPPCC National Committee and an associate professor at Shanghai International Studies University, thought that some circumstances made it impossible for the testator to make a new notary will at the notary office, resulting in the failure to change the will in accordance with the wishes of the testator. The draft not only cancelled the stipulation that the validity of notarial will was the priority, but also added the form of will, making the will more flexible and diversified, effectively protecting the testator's freedom of will.

  9. Keep young people away from "trap loans"

  The draft civil code explicitly prohibits high-interest lending. 

  Xie Ziqing, a professor at Hunan Normal University and a deputy to the National People's Congress, said that in recent years, more and more young people had taken out online loans, and many "trap loans" had been used to target young people, causing great harm and even tragedy.

  "The draft civil code clearly forbids lending at high interest, which demonstrates the country's attitude of cracking down on loan sharking." Xie Ziqing also suggested that for college students with consumer demand, financial institutions could be encouraged to set up a "college student consumer loan" similar to the mode of "national student loan". Charging interest appropriately and setting the loan term reasonably could avoid the trap loan for unsophisticated college students. 

  10. Tighten the loophole of the personal information protection

  Many people have received harassing phone calls, suggesting that our personal information had been leaked or even resold.

  The draft civil code stipulated that information collectors and controllers shall not disclose or alter personal information that they had collected or stored. Unauthorized personal information shall not be provided to others without the consent of the collected person, except for those who cannot be identified and recovered after processing.

  Song Yuanfang, a deputy to the National People's Congress and director of the Standing Committee of Qingdao People's Congress in Shandong Province, said that with the rapid development of the big data industry today, the ways of data collection and sharing were changing rapidly. We should not only encourage the development and sharing of data, but also strengthen the protection of personal information. The draft civil code had established the right of information integrity and the basic rules of information sharing, which not only protected the integrity of personal information, but also defined the basic rules of information sharing.
