Director Wang Haiying of Daxing Hospital of Integrated Traditional Chinese and Western Medicine was awarded the "Beijing March 8th Red Flag Medal".
Wang Haiying, female, born on May 6, 1966, chief physician, obtained her bachelor degree in respiratory medicine, joined the Chinese Peasants and Workers Democratic Party in August 1996 and the Chinese Communist Party in April 2003. She is currently the director of the Daxing Hospital of Integrated Traditional Chinese and Western Medicine (formerly Hongxing Hospital) and the Daxing District Rehabilitation Hospital, the representative of the 15th Beijing People's Congress, a member of the Standing Committee of Beijing Daxing District People's Congress, an executive committee member of Beijing Association of Integrated Traditional Chinese and Western Medicine and Beijing Association of Traditional Chinese Medicine. She served as the vice president of Beijing Daxing People's Hospital, the vice chairman of Beijing Daxing Working Committee of the Chinese Peasants and Workers Democratic Party, etc.
Director Wang has been working in the Department of Respiratory Medicine for more than 20 years and has rich clinical experience in the diagnosis and treatment of bronchial asthma, chronic obstructive pulmonary disease, pulmonary heart disease, respiratory failure, bronchiectasis, chronic cough and other diseases.
In addition to outstanding medical work, she has also achieved excellent results as a hospital manager. In August 2012, Wang was appointed as the director of Daxing Hospital of Integrated Traditional Chinese and Western Medicine which was the second-level general hospital named as Daxing Hongxing Hospital, and was in between the third-level hospital and the community health center with limited development space and difficult operation. She actively changed the ideas of development, innovation and reform. Adhering to the feature of orthopedics of Hongxin Hospital, she developed advantageous disciplines such as orthopedics and obstetrics and gynecology, and carried out training on execution and management ability to improve the overall management ability and execution of the hospital.
In the early 2016, on the basis of Hongxing orthopedics, she put forward the transformation from a general hospital to an integrated traditional Chinese and western medicine hospital. After soliciting the opinions of the staff and the approval of the superior unit, the transformation and construction work started. A series of measures had been taken to strengthen the connotation construction of integrated traditional Chinese and western medicine through "western learning" training, TCM talent introduction, and TCM medical record writing. In August 2016, the hospital approved by Beijing TCM Administration Bureau, was successfully transformed into the third-level hospital of integrated Chinese medicine and western medicine. In the same year, due to the shortage of rehabilitation resources in Beijing, Wang had communicated with relevant departments for many times and built the hospital into one of the first batch of public medical institutions transformed to the rehabilitation institutions in Beijing, and then began the construction of rehabilitation medicine. She introduced rehabilitation doctors and technicians, arranged staff to further study, visited and studied in other rehabilitation institutions many times, and invited academic leaders. After more than three years of construction, the hospital has formed 9 rehabilitation centers for comprehensive support, orthopedics, bone injury, nerve, heart, the elderly, tumor, pelvic floor and severe diseases, 1 neurological training rehabilitation laboratory and 1 comprehensive rehabilitation treatment center, providing a variety of rehabilitation services to meet the basic needs of patients.
The Hospital became the core unit of rehabilitation medical association and the chairman committee unit of quality control and improvement center of rehabilitation medicine in Daxing District, the supporting unit of neuro training rehabilitation technology branch of China Association of Traditional Chinese Medicine Information. The rehabilitation medicine discipline also became the specialty of Beijing Administration of Traditional Chinese Medicine in Beijing. Beijing Daxing Rehabilitation Hospital was officially opened in December 2019.
As a respiratory physician of western medicine, she has kept learning the knowledge of traditional Chinese medicine and rehabilitation, set an example to lead the leading group and middle-level cadres to learn and expanded the work concept of traditional Chinese medicine and rehabilitation work, determined the development direction of the hospital, and leaded the medical staff to develop continuously.
Two medical reforms in 2017 and in 2019, Director Wang led the establishment of a medical reform group, held meetings to study medical reform policies and held a tight grasp of TCM and rehabilitation priorities. She boldly tried out performance reform, changed the department structure, promoted the application and promotion of TCM and rehabilitation technologies, and constantly improved medical services. The hospital has been running well after the reform.
Wang has insisted that the director made rounds of the room to understand the dynamics of the department in real time, which let her gain the affirmation of the staff and let the hospital form a united upward cohesion. After eight years of efforts, the hospital has undergone huge changes and formed a development strategy featuring the integration of traditional Chinese and western medicine and the focus on rehabilitation. The number of outpatient visits and the number of discharged patients has increased significantly. Daxing District Health Commission positioned the hospital as the rehabilitation medical center of the Daxing District and the traditional Chinese medicine medical center of the Yizhuang development zone and integrated allocation area in the 13th Five-Year Plan for health care. These achievements were inseparable from the strong and correct leadership of Director Wang.
In the year of 2020, in the face of the covid-19 outbreak, everyone was suddenly in a panic. Wang was one of them. As the director of Daxing Hospital of Integrated Traditional Chinese and Western Medicine, she made overall hospital arrangements in response to epidemic. After receiving the instructions of epidemic prevention and control from her superiors, she held a deployment meeting as soon as possible, conveyed the spirit of epidemic prevention and control work and arranged relevant work. She took the lead in asking the leaders to cancel their vacations, organized relevant departments to improve the construction of fever clinics, sorted out the medical treatment process, and formed a medical emergency team of 51 staff from the emergency department, physical examination department, pharmacy department, laboratory department and radiology department. She resolutely reformed the layout and adjusted the structure of the hospital; transformed the internal medicine department into the isolation ward, and managed it interconnected with the fever clinic; set up a special ward to treat pneumonia patients not infected with novel coronavirus with a focus on observation and no omission. She required that the details of prevention and control work had been carried out in every position and every step to ensure zero dead space and zero hidden danger. At the same time, the anti-epidemic proposal was issued to encourage everyone in the face of the epidemic to strengthen confidence, work together, protect properly, build a team of volunteers, and be prepared. The hospital strengthened material control, constantly paid attention to material conditions. The priority should be given to fever clinics in the case of shortage of medical resources. Under the guidance and leadership of Director Wang, the hospital has developed its medical business in an orderly manner and provided high-quality medical services for patients.
Director Wang, involved in the frontline fight against SARS in 2003, has rich experience in fighting the epidemic. During the covid-19 outbreak, she was duty-bound to check the medical records of fever clinics in hospitals one by one, identify covid-19 patients, and provide guidance and treatment for common pneumonia patients after the diagnosis.
Meanwhile, as the group leader of epidemic prevention and control in Daxing District, she has been responsible for the review of the district-level confirmed cases. After discussing with the members of expert team for each suspected and confirmed covid-19 case in the whole region, she would give the final and decisive opinion, and answer online 24 hours a day when encountered the respiratory related questions.
Director Wang has led the hospital step into a new phase. As a deputy to the municipal and district people's congresses, she has never forgot her original intention and kept her mission in mind. She has implemented the principle of "one post with two responsibilities", strengthened the cultivation of party spirit, kept in close contact with the masses, earnestly performed the duties of deputies, actively participated in various representative inspection activities, paid attention to investigation and research, timely reflected the voices of the masses, solved difficulties for them, and actively made suggestions, such as optimizing the diagnosis and treatment environment, establishing the network operation mode of pre-hospital first aid 120, accelerating the site selection and construction of geriatric hospitals in Daxing District, and expanding the designated range of rehabilitation for work-related injuries, etc. These suggestions effectively reflected the wishes of the majority of medical staff in Daxing District, promoted the construction of a harmonious medical environment and improved the people's medical experience and the sense of gain.
