--Guangwai Hospital earnestly implements the publicity work of "Beijing Hospital Safety order Management Regulations"

On June 5, 2020, the 22nd meeting of the Standing Committee of the 15th Beijing Municipal People's Congress voted to adopt the "Regulations on the Management of the Safety Order of Beijing Hospitals" (hereinafter referred to as the "Regulations"), which would come into force on July 1, 2020. According to the regulations, hospitals should establish a safety inspection system and have the right to refuse access to security inspectors. Grade II and above hospitals set up police department which would jointly work with the hospital security department. The hospital had implemented video surveillance in all main passageways and key areas, and equipped with one-button alarm devices in emergency rooms, security checkpoints and other key parts.
As soon as the "Regulations" were released, Guangwai Hospital immediately organized the staff of all clinical departments and related functional departments in the hospital to deeply interpret the connotation of the "Regulations". In order to effectively promote the smooth implementation of the "Regulations", the hospital staff actively cooperated with the implementation, and sounded a powerful horn to issue the new regulations.
Since the implementation of this work, the hospital immediately set up the publicity working group of "Beijing Hospital Safety Order Management Regulations" of Guangwai Hospital, with the main leaders of the hospital as the group leaders and the dual chief officers responsible for the system. Led by the Department of Hospital General Affairs and Publicity Department, according to the publicity ideas of centralized interpretation, active release, creating atmosphere and guiding public opinion, based on the new situation and tasks of the Beijing health development, we should closely focus on the content of the "Regulations", combine with hospital practice, adhere to the internal publicity, social guide and the policy issued with expert interpretation, integrate publicity platforms, innovate publicity means, enrich publicity forms, focus on the purpose and significance of the "Regulations", and comprehensively publicize the specific content of the "Regulations".
As a special public place, the hospital not only included the internal space itself, but also covered the public space for the majority of patients. According to national laws and regulations, hospitals and public security organs were responsible for the management of hospital safety and order. Therefore, the "Regulation" took the linkage of medical and police as the main line. On the one hand, it strengthened the construction of hospital safety prevention system in civil air defence, physical defence and technical defence; on the other hand, it promoted the deep integration to effectively prevent and reduce the occurrence of illegal and criminal behaviours related to medical treatment.
According to the superiors' instruction, the General Security Department of the hospital actively carried out the safety check for departments at each floor before the implementation of the regulations, especially for video surveillance cameras and other monitoring equipment, investigated the application of safety equipment, laid the foundation for the security check of all the equipments in the future; at the same time, actively cooperated with the hospital office, Party office and Publicity Department to post posters related to the "Provisions" in the hospital, so that the patients and their families know the regulations. In addition, the hospital security personnel strengthened the training, especially in the case of emergency, and launched the simulation exercise, during which the reduction was extremely high, and made a thorough process design from the first time when the danger was discovered to the reduction of the deterioration of the situation to protect the medical measures. Moreover, the General Security Department of the hospital strengthened the contact with local police stations and formed a linkage mechanism, in order to improve the speed of dealing with the safety order and other related problems of the hospital.
Hospitals also strengthened the safety-sense promotion of patients and their families through the official microblog of the hospital. For early warning and prevention of medical conflicts and disputes, possible security and criminal cases of medical disputes and other medical safety hazards, the hospital should strengthen protection measures, intervene in advance, prevent treatment, strengthen the rule of law education, prevent the deterioration of the situation and serious consequences.
Guangwai Hospital firmly holds a zero-tolerance attitude towards violent injuries to doctors to create a safe medical environment for both patients and medical staff.
