Beijing TCM System celebrates the 3rd Chinese Doctor's Day

On August 19, 2020, in order to celebrate the 3rd Chinese Doctor's Day, "The Third Chinese Doctor's Day" celebration organized by the Beijing Administration of Traditional Chinese Medicine was successfully held.
To honor the individuals and departments that have made outstanding contributions in the fight against the Covid-19, the activity reviewed the important role of traditional Chinese medicine in the past year, especially since Covid - 19 outbreak; commended 100 TCM model figures with cultural confidence, academic independence and self-strengthening service as well as 24 departments of "three outstanding departments" in fighting against the epidemic, providing services and inheriting the epidemic; and paid tribute and greetings to TCM doctors in the city who made selfless contributions and actively fought against the epidemic.
Since the outbreak of Covid-19, Beijing TCM system has resolutely implemented the decision and deployment of the CPC Central Committee and the State Council to attach equal importance to traditional Chinese medicine and western medicine, and promoted the active participation of TCM in the fight against Covid-19. More than 100 TCM experts have rushed to the worst-hit areas and, on this basis, trained state-level TCM epidemic prevention and control teams. Chinese medicine doctors should be stationed in designated hospitals in the city. The system of double group leader and double ward rounds of Traditional Chinese and western medicine and the three types of three steps ("common type, severe type, critical type", "hospital, district and city") should be established for accurate treatment determination. The service of decocting Chinese medicine should be guaranteed within 24 hours, and TCM should be taken by patients within 2 hours after prescription is issued. After the outbreak of Covid-19 in Xinfadi, Ditan Hospital should be instructed to set up special TCM wards and implement TCM oriented multidisciplinary treatment for the patients. To promote the integration of clinical research and organize designated hospitals to launch 14 research projects on TCM Covid-19. In conjunction with the drug administration department, the emergency record of six Chinese herbal preparations against the epidemic was completed. To achieve the goals of "ensuring that Chinese medicine doctors go to the front line of epidemic treatment, patients take Chinese herbal medicines as soon as possible, and effectively obtain first-hand medical data" and achieve the goal of "Three First". In the orderly promotion of TCM prevention and control of Covid-19, Beijing strives to provide whole-process, full-cycle and all-directional TCM services with the focus on improving the clinical effect of TCM. A three-level expert guidance mechanism had been set up according to the classification of medical conditions, and TCM treatment had been carried out with expert resources at different levels. According to the organizations and regions, the "five areas and five guidance" mechanism for TCM respiratory diseases experts' package was implemented to guide and supervise the TCM treatment programs in designated hospitals. We will improve the mechanism for treating acute and severe cases with traditional Chinese medicine, organize experts of traditional Chinese and western medicine to conduct daily consultations, and administer traditional Chinese medicine decoction and acupoint application. Combining the different characteristics of the northern and southern geographical climate and the winter and summer solar terms, the TCM preventive prescription was issued according to the time, place and situation. We will strengthen prevention and control work in communities with traditional Chinese medicine, and ensure that 100 percent of people under medical quarantine and observation in community management are given preventive medicine, and 100 percent of people are trained in community prevention and control of traditional Chinese medicine, and 100 percent of people are promoted. The state has formulated and implemented TCM rehabilitation programs, carried out TCM rehabilitation treatment for centrally isolated discharged patients, released nursing care for rehabilitated patients, and provided nursing guidelines for discharged patients. The "Beijing Remote Health Service" platform was established to provide remote consultation and Chinese medicine services for overseas Chinese and students. We organized and carried out online training of Beijing TCM Covid-19 prevention and Control public courses with 15 themes in five categories and five modules, and extended to Tianjin and Hebei. Through the cooperation between hospitals and enterprises, the management system of TCM decoction piece reserve point and reserve quantity were established to ensure that the city had a fixed TCM decoction piece stock every day. In Beijing, the treatment rate of Covid-19 patients with TCM was 90.78%, and the total effective rate was 87.46%. Among them, the treatment rate of severe and critical patients with TCM was 81.63%, the use of TCM decoction accounted for 93.75%, and the effective rate of TCM treatment was 96.25%.
In order to better promote the lofty spirit of "promoting the spirit of fighting the epidemic and protecting people's health", the Beijing Municipal Administration of Traditional Chinese Medicine (TCM) honored the role models of TCM in the capital with the "Hua Tuo" special stamp released by China Post on the day of the congress, so as to promote the spirit of medical ethics and the culture of TCM. In the activity, the Respiratory Department of the Oriental Hospital released to the public as a representative of the "three prominent" department of prevention and rehabilitation of chronic cough health guidance, promoted the social public form of traditional Chinese medicine health way of life, and highlighted people's social responsibility of Chinese medicine, the Beijing municipal administration of traditional Chinese medicine will take this opportunity to launch the "three prominent" department issued guidelines of certain diseases.
This conference combined online and offline, through video interview, live broadcast, on-site recognition and other means. The main venue was located in the Lecture Hall of Dongfang Hospital, with sub-venues set up by health commissions of all districts and public TCM hospitals at or above the second level. More than 10,000 people from the TCM system participated in the event.
