On May 7, 2009, several Opinions of The State Council on Supporting and Promoting the Development of TRADITIONAL Chinese Medicine (TCM) was officially released, which sets out the goals and tasks of TCM development in a comprehensive and systematic manner and defines the development ideas for promoting the all-round development of TCM medicine, health care, education, scientific research, industry and culture.
In this context, on June 19, 2009, the Ministry of Human Resources and Social Security, the Ministry of Health and the State Administration of Traditional Chinese Medicine held a grand symposium to commend 30 traditional Chinese medicine masters selected for the first time since the founding of the People's Republic of China 60 years ago. The selection of TCM masters refreshed the spirit of TCM scholars and provided a new "foothold" for the exploration, protection and inheritance of the experience of famous TCM practitioners, which also provided a new starting point for the further inheritance and development of TCM.
Distinguished representatives of TRADITIONAL Chinese medicine were selected with high standards
In April 2008, the Department of Medical Administration of the State Administration of Traditional Chinese Medicine and other departments began to draft the criteria for the selection of TCM masters. In order to develop an appropriate standard, the State Administration of Traditional Chinese Medicine conducted a nationwide survey of famous old TCM practitioners, so as to have a comprehensive understanding of the local TCM human resources. Based on the survey results, the quota of TCM masters recommended by each province, autonomous region and city was determined, and the quota of ethnic medicine doctors was increased in ethnic minority areas. In addition, 39 research institutes and academic organizations, including China Academy of Chinese Medical Sciences and China Association of Traditional Chinese Medicine, were allocated with 100 quotas for recommendation.
According to the investigation and discussion of the first "TCM Master" selection leading group, the selection scope of TCM master is determined to be TCM practitioners engaged in clinical work in the national TCM system and TCM personnel engaged in TCM identification, processing and other work.
What kind of person is qualified to be recommended as a master of Chinese medicine? After discussion, the candidate for TCM master should be a provincial famous TCM doctor or a national veteran TCM expert or academic experience inheritance instructor. At the same time, the candidate should have five requirements: first, loving the motherland, loving the people, abiding by the law, having noble moral character, and wining widespread social praise; Second, loving the cause of TRADITIONAL Chinese medicine, having a strong sense of responsibility and mission, making outstanding contributions to the development of traditional Chinese medicine; Third, TCM has profound theoretical attainments, outstanding academic achievements, unique academic thoughts or technical experience, and has great influence in the country and the industry. Fourth, having been engaged in TCM clinical or traditional Chinese medicine work for more than 55 years, with professional and technical qualifications of chief physician or chief pharmacist, with rich experience and superb skills, and enjoy a high reputation among the masses; Fifth, imparting unique academic experience selflessly and cultivating academic successors actively.
In order to embody the principle of fairness, justice, national physician master selection research work leading group, from all the recommended one of 39 recommended unit selection of experts, are required to love traditional Chinese medicine industry, adhere to the principle, style decent, serious and responsible, be familiar with the national industry of traditional Chinese medicine, have senior professional and technical titles, and have certain popularity and authority. Members of the leading group of the selection work shall not serve as experts in the selection.
After the selection experts were confirmed, the evaluation meeting of TCM masters was held in Beijing at the end of March 2009, and the selected experts voted by secret ballot. In the first round of voting, 45 candidates were selected from 74 candidates; In a second round of voting, 30 of the 45 were elected. Among the candidates, the oldest was QiuPeiran, chief physician of Shanghai University of Traditional Chinese Medicine, born in January 1913, and the youngest was Zhang Xuewen, chief physician of Shaanxi University of Traditional Chinese Medicine, born in October 1935.
On June 19, 2009, the commendation and symposium of TCM masters was held. Han Qide, vice Chairman of the Standing Committee of the National People's Congress attended and presented the award. Thirty TCM experts, including Deng Tietao, Zhu Liangchun, Li Jiren, Lu Zhizheng and Yan Zhenghua, were awarded the title of "Masters of Traditional Chinese Medicine". Among them, there are experts in TCM, TCM, ethnic medicine and integrated Traditional Chinese and Western medicine. The oldest is 93 years old, the youngest is 74 years old, and they have all worked in TCM clinical or TCM for more than 55 years. TCM masters enjoy the treatment of provincial and ministerial model workers and advanced workers.

From 2010 to 2016, 1,136 studios for the inheritance of veteran TCM experts have been built nationwide, including 60 studios for the inheritance of TCM masters. From 2010 to 2013, 790 studios completed their construction tasks well and achieved remarkable results.
Under the leadership of the Party and the state, the whole TCM industry has once again shown the vitality of inheritance and development, and TCM masters have become the banner of the industry, guiding TCM practitioners to stride forward.
Today, at the intersection of the two centenary history, many TCM masters and famous Chinese doctors are still sticking to the front line of clinical practice, scientific research and teaching, making contributions to the inheritance, innovation and development of TCM. As a banner of the TCM industry, TCM practitioners are encouraged to forge ahead and lead the development of TCM.
