Beijing, June 16 (Xinhua) -- To give full play to the traditional Chinese medicine in the new emergency prevention and treatment of infectious diseases and the role of the public health event emergency disposal, strengthen national emergency medical team construction and management of traditional Chinese medicine and promote its contingency ability and level, the state administration of traditional Chinese medicine office recently issued the Guidelines of national Emergency Medical Team Construction and Management of Traditional Chinese Medicine (pilot edition) .
As an important part of the national health emergency treatment system, the national TCM emergency medical teams referred to in the guidelines refer to professional TCM medical teams jointly built, managed and under unified command by the national and provincial TCM authorities and participating in the on-site health emergency treatment of major and other emergencies requiring response. The national TCM emergency medical teams are divided into the National TCM Disease Prevention and Control Team and the National TCM Emergency Medical Rescue Team.
According to the guideline, the national TCM emergency medical team mainly consists of medical staff from TCM hospitals, and should also include high-level experts in related fields and specialties of the TCM system in their own provinces, autonomous regions and municipalities as well as experts from designated hospitals in their own provinces. Among them, the national TCM disease prevention and control team is mainly composed of medical personnel specializing in TCM diseases (infectious diseases), TCM respiratory diseases, TCM emergency, severe diseases, and nosocomial diseases prevention and control. The National TCM Emergency Medical Rescue Team is mainly composed of TCM bone injury, surgery (general surgery, chest surgery, brain surgery, etc.), skin, facial features, emergency, critical care, anesthesia and other professional medical personnel.
In terms of materials and equipment, the National TCM disease prevention and control team should be equipped with mobile biosafety level-II laboratory, negative pressure ambulance, negative pressure stretcher, mobile TCM pharmacy, mobile TCM treatment room and other equipment and facilities. The National TCM emergency medical rescue team should be equipped with mobile hospital equipment such as operating vehicles, mobile TCM pharmacies, mobile TCM treatment rooms, mobile imaging equipment, logistics vehicles, etc. Mobile hospitals should be able to provide emergency treatment for at least 30 people and carry out 3 to 5 major operations per day.
The guidelines specify that the State Administration of Traditional Chinese Medicine is responsible for the overall planning and layout of the national TCM emergency medical team, and for guiding the construction and management of the national TCM emergency medical team. It has established a coordination mechanism with the NHC, unified command and dispatch of the national TCM emergency medical teams, and ensured that TCM is the first to participate in the prevention and treatment of emerging infectious diseases and health emergency treatment of emergencies. Special training on TCM emergency treatment has been organized, and trans-regional joint exercises have been organized as appropriate.
