The State Council Information Office of the People's Republic of China released the National Human Rights Action Plan (2021-2025) on September 9. The Plan of Action is divided into eight parts: economic, social and cultural rights, civil and political rights, environmental rights, protection of the rights and interests of specific groups, human rights education and research, participation in global human rights governance, implementation, monitoring and evaluation. In terms of economic, social and cultural rights, the Plan of Action includes the promotion of TRADITIONAL Chinese medicine as a right to health, and calls for the vigorous development of traditional Chinese medicine by attaching equal importance to traditional Chinese medicine and western medicine and complementing each other's advantages. We will build about 30 national TCM heritage and innovation centers, and form a number of distinctive and advantageous TCM disciplines.
"Action plan" pointed out that since 2009, China has implemented three phases of national human rights action plan. People's living standards continue to improve; all rights get more cogently safeguarded; the policy and legal measures to protect the rights and interests of specific groups are more perfect; human rights are further guaranteed by the rules and participate fully in the global governance of human rights, which has made important contributions to the development of human rights in the world.
The Plan of Action also makes a proposal to construct strong public health systems and promote provincial and municipal high-quality medical resources to support the development of county-level hospitals. We will accelerate the development of a tiered diagnosis and treatment system and actively develop medical consortiums. We will support nongovernmental hospitals and encourage experienced medical practitioners to open clinics.
